Factory turned into a fireball, people burnt alive
When did the incident happen: On May 13, a fire broke out in a 5-storey building.
Among those who lost their lives in this accident were many women, who were working in a factory built in this building. In this case, the police named five accused including building owner Harish Goyal, Varun Goyal. These include Sushil Lakra, who owns the building, his son Manish Lakra and Manish’s wife Sumitra Lakra. Harish Goyal and Varun Goel, who ran the factory, were involved in taking a part of this property on rent.
legal action: The police has filed a charge sheet in this case on August 8, 2022. Police had registered a case of culpable homicide against the accused. It was also said in the investigation that the building was not given NOC by the fire department.
What did the Municipal Corporation do? After the accident, MCD took action against three people. In this, Licensing Inspector Sandeep Kaushik, General Branch’s Section Officer (SO) SK Sharma and Property Tax Branch’s SO BR. Meena was suspended. In the investigation, he was found guilty of the fact that the Licensing Inspector knew everything about this building falling in the factory category, but he did not take action.
Told 70 year old building ‘okay’
Event: 13 September 2021
This building was about 70 years old. During investigation, the police came to know that accused Mohak had bought the ground floor property a month ago and after taking the property was vandalizing the shop.
legal action: In this case, the Sabzi Mandi police station had registered a case under sections 304, 288, 34 of the IPC. The police arrested the building’s owner Mohk Arora (26) the day after the accident. District Deputy Commissioner of Police Sagar Singh Kalsi says that the charge sheet has not been filed in this case yet. Its process is on. One of the accused in this case, who was a contractor, is absconding. A non-bailable warrant is about to be issued against him by the court.
Municipal Corporation did: The MCD formed a three-member committee to investigate the accident. The Committee reported that the building was in good shape from outside and that no one had complained about it being dangerous. So when engineers don’t know anything about it, then why take action. In this way, MCD did not take action against anyone even after the loss of two innocent children in this accident.
200 room building collapsed like a pack of cards

Event: building collapsed in 2010
In 1988, the single-storey building was illegally made six-storey, including the basement. The building with weak foundations housed 200 tenants in 200 rooms. The basement was filled with water for three months. Building owner Amrit Singh did nothing despite the tenants’ request.
legal action: Amrit was arrested, against whom the police filed a chargesheet in the court in January 2011 under culpable homicide not amounting to murder (304) and intentional causing hurt (325). Amrit died on 13 December 2021. Because of this, the case was closed on 4 February 2022.
What did the Municipal Corporation do? In this matter, the Municipal Corporation’s Vigilance Department investigated and after 8 years of investigation found that the Junior Engineer of the Municipal Corporation, Rajendra Kaushik was responsible for this accident. It was alleged that Kaushik was posted in this area, at that time only this illegal building was built. As a punishment, he was ordered to deduct five percent from his pension amount for one year. In this way, 21 thousand rupees were deducted from his pension in a whole year.
Guests staying in the hotel died of suffocation while sleeping
Event: A terrible fire broke out in the hotel.
Only two and a half storeys were allowed, which was made four storeys. Hotel owner Rakesh Goyal, his brother Shardendu Goyal, general manager Rajendra Kumar and manager Vikas Kumar were arrested in this case.
legal action: The Crime Branch had filed a charge sheet in this case in May 2019. Investigation revealed that forged documents were used to obtain all types of licences. Several sections including culpable homicide not amounting to murder, attempt to murder, forgery, destruction of evidence and criminal conspiracy were imposed against them. The police claimed that their sole purpose was to earn money from the guest rather than for security.
Municipal action: In the period between the construction of the building and the accident, a list of the engineers who were on duty in this area was made. In this case the charge sheet was given to the engineers. Some public department officers were also given charge sheets for health trade licenses. But all of them are on the job again. The engineer during whose tenure the Arpit Hotel was built. After a few years that engineer of the building department was promoted to the Chief Engineer.
2-storey building in residential area turned into 5-storey factory
Event: fire broke out in grain market
The accused Imran and Rehan had bought a two-storey building in 2007. It was later made five storeys. The building was rented out to different people, where small illegal factories were running. The police had also named Rehan’s manager Furkan and his relative Sohail as accused.
legal action: A case was registered against the accused under culpable homicide not amounting to murder (304), attempt to murder (308) and JJ Act. All four were arrested. The crime branch of this case registered at Sabzi Mandi police station filed a charge sheet in March 2020. The cause of the fire was attributed to short circuit.
Municipal action: In this case, the Municipal Corporation of Delhi did not take any action against any of its officers. The Municipal Corporation’s argument was that this factory was illegal and a day before the accident, a notice to close the factory was also issued. After this accident, the corporation officials made a redevelopment plan of the entire Old Delhi area, but till now the work on this plan has not started.
